Our University Vigorously Governed Campus Environment

In recent two years, our university paid high attention to the campus environment construction, and made great efforts to campus construction and environmental governance. A batch of projects for improving teachers and students' living conditions and beautifying campus environment were completely successively, which greatly beautified campus environment, elevate campus taste and won praise by teachers and students. While some uncivilized and discordant phenomena encountered by management and maintenance of campus environment formed a sharp contrast with our university making every endeavor to strengthen environmental construction. On the afternoon of November 7, our university held campus environmental governance working conference and made the deployment for strengthening campus environmental management. President Chen Xiaohong and vice-presidents Peng Jinqing, Zeng Fuqiu and Yang Liangqi - member of the party committee and director of Office of Party and Government Affairs attended the conference. General Party branch secretaries of each affiliated college and principals of related function departments attended it, which was presided over by vice-president Peng Jinqing.
At the conference, vice-president Peng Jinqing analyzed the reason why campus environment problems arose: Firstly, environmental civilization education was insufficient and environmental awareness was not strong; Secondly, Management regulations were not clear; Thirdly, responsibilities of environment management between departments were unclear and implementation of management responsibility was not thorough; Fourthly, responsibility investigation was not strict. Vice-president Zeng Fuqiu emphasized division of labor and cooperation regarding the campus environmental governance and how to prevail campus civilized consciousness in various ways. Director of logistics department Ding Xiaoyao introduced method, experience and effect of Zhuzhou urban management.
Based on the idea of grasping environmental construction and grasping environment management at the same time, and principle of promoting environmental construction and management simultaneously, our university decided to carry out campus environmental governance in the whole university and issued Opinions on Completely Intensifying Campus Environment Management and implemented the management measures. The Opinions stipulated that all teachers, students and staff must practically build environmental awareness and be conscientious to care for campus environment; implement the list of campus environment forbidding act; determine responsibilities of campus environmental management and execute responsibility system of campus environmental management; carry out the cleaning system of students' obligations of environmental health; include secondary units fulfilling campus environmental management responsibilities and effect into annual objective management evaluation system of secondary units; set informants' hot-line telephone of campus environment; implement campus environment notification system and environment patrol inspection; carry out campus environment reward and punishment system.
President Chen Xiaohong pointed out in her summary speech that grasping campus civilization construction and campus environmental management was grasping development and people's livelihood, and the quality of campus environment embodied cultural quality and behavioral habit closely related to image of teachers, students and our university. Our university should learn management experience from Zhuzhou, etc. and paid adequate attention to the campus civilization and environmental management with the determination and force of building the civilized city. Firstly, pay high attention, change idea and build long-term mechanism, campus environmental management was not in the charge of only one department but was related to the whole university, and all teachers, students and staff should participate, and everybody was responsible; Secondly, improve execution force and system strength and reinforce evaluation, and all units should supervise and evaluate each other, and evaluation result was related to appraising of unit, teacher and student; Thirdly, guarantee strict enforcement of orders and prohibitions, immediately correct when finding errors, implement strict accountability system, lift the target of environment management and try to form elegant campus environment.
