Our University Held ”13th Five-year Plan” Education Career Development Planning and ”Three Improvements” Working Conference

On July 12, our university held the "13th Five-year Planning" Education Career Development Planning Report and "Three Improvements" Working Conference in the Multi-function Conference Hall, the Comprehensive Building of Lingnan Campus. All leaders, deputy divisional-level cadres and above, professors, doctor representatives, democratic parties representatives, retired veteran comrades representatives, as well as all employees of Development Planning Department and "Three Improvements" Office attended it, which was presided over by the vice-president Li Dingjun.
In the first stage, the Development Planning Department made a report about overall planning during "13th Five-year Plan", and Dean's Office gave an account of undergraduate talent cultivation planning, credit system reform and 2016 version talent cultivation scheme; The reports were made by Scientific Research Office, Postgraduate School, Personnel Department, Infrastructure Construction Department, International Exchange Department and Organization Department about discipline construction and scientific research, postgraduate education, talent team construction, campus construction, international exchange and cooperation and the work of Party building respectively. The participants discussed the general planning and all special plans, and fully expressed their suggestions and opinions. In the second stage, the School of Economy and Trade, School of Business Administration and School of Computer Science & Information Technology made reports about college sub-plans on behalf of the affiliated colleges.
Vice-president Wang Minggao informed "Three Improvements" conditions, deeply analyzed our university's advantages and disadvantages of it, and raised the relationship between "Three Improvements" realization and the long-term development of our university. He thought that our university shall grasp the new opportunity about higher education development, impose stress by ourselves, seize every minute and hold "jump up to pick peaches" spirits to make great success in the "peak, plateau and high-end places".
President Chen Xiaohong gave a full affirmation to the "13th Five-year Plan" and all special plans. First of all, she raised the general requirements for the plan positioning in the aspect of school mission, development vision and talent cultivation target, etc., and she pointed out that our university planning shall implement the requirements which were proposed by General Secretary Xi Jinping on the Philosophy and Social Science Working Forum and the requirements proposed by Xi Jinping and Prime Minister Li Keqiang on the National Scientific and Technological Innovation Conference. Our university shall be combined with national higher education reform development, the school development targets and the development power which can help to continuously strengthen the school career. All plans shall indicate clear schedule and tasks, and all secondary sub-plans shall further enhance its development targets. As for the "Three Improvements" work, she emphasized that this was the common dream of all members of HNUC. Although there were some differences in some key indexes, we shall make up the short plates and make hard skills according to the indexes. Focus on the strategic demands and scientific & technological frontier about national and regional development to make the indomitable research. She pointed that the reform innovation was the main line of school development, therefore, it was necessary to release the system dividends via reform innovation. On the one hand, increase incomes and reduce expenditures to strive for all resources; On the other hand, apply reform to activate the internal vitality, redeploy the enthusiasm of all staff and take many measures to form join forces and promote the school development. When our university made great investments in the hardware devices, we shall develop the culture soft power and form our university's cultural traits and culture serial to make culture provide powers and source for our university's reform development.
Secretary of the Party Committee Tang Yayang mentioned "early starting, complete projects, large amount of participants and favorable results" to summarize our university's "13th Five-year Plan". He thought that planning was the guidance for target and strategy because it can avoid torment and randomness, reduce waste and enhance profits, therefore, the thought will be unified and consensus, and reached in the planning preparation process. In the face of the retreat-absence and non-optional "13th Five-year Plan", we have no choice but to impose stress by ourselves and move ahead with loads. With regard to how to make planning, he said that we shall focus on characteristics, connect with policies, make scientific demonstration, take efficient measures, promote innovation, establish awareness of unexpected development, universal consciousness, responsible consciousness and pragmatic consciousness, as well as deal with the relationship between strategy and operability, and the relationship between general planning and implementation in classification and steps, reform, development and stability. In the face of the "Three Improvements" work of the university, he pointed out that we shall grasp its targets with tenacity and patience; Secondly, have a clear understanding about the difference between national policy and our university development; Thirdly, everyone shall make positive participation and do your best in everything with heart, love and efforts.
