HUTB Holds Grand Talent Work Conference and 2023 Annual Commendation Conference

Under the auspicious snow, symbolizing a prosperous year, we forge ahead towards the future. On the morning of January 22, HUTB's Talent Work Conference and 2023 Annual Commendation Conference were grandly held at the Xiangjiang Lecture Hall. Chen Xiaohong, Secretary of CPC HUTB Committee, Director of Xiangjiang Laboratory, and CAE Academician; Liao Xiangyue, Deputy Secretary of CPC HUTB Committee and President of HUTB; Wang Minggao, Director of HUTB Academic Committee, along with other university leaders, CPC HUTB Committee members, and president of the Labour Union attended the event. All cadres at the department level and above, "151" talents, award winners, and representatives of young PhDs from the university attended the conference. The conference was chaired by President Liao Xiangyue.
The conference began with the solemn national anthem. Liu Guoquan, a member of CPC HUTB Committee and Vice President of HUTB, announced the Notice on the Appointment of Candidates for the 3rd Batch of “151” Talent Project during the 14th Five-Year Plan Period. He Longde, a member of CPC HUTB Committee and Secretary of the Discipline Inspection Commission of HUTB, read out the Notice on Commendation of the Winners of 2023 Outstanding Contribution Award and Other Series of Awards and the Notice on the Announcement of the Selection Results of the 2023 HUTB “Academician Academic Innovation Award,” “Academician Youth Science and Technology Award,” and “Representative Achievement Award”. The Notice on the Commendation of the Winners of the 2023 HUTB “Academician Teaching Award” was also announced.
Chen Xiaohong, Secretary of CPC HUTB Committee, Director of the Xiangjiang Laboratory, and CAE Academician, delivered a speech entitled "Gathering Talents, Utilizing Talents, Striving for Advancement, Concentrating Efforts to Promote the University's New Breakthroughs." She first, on behalf of CPC HUTB Committee, warmly congratulated the award-winning advanced individuals and outstanding representatives, extended sincere blessings to the candidates selected for the "151" Talent Project in this round of appointments, and expressed the most heartfelt thanks to all faculty and staff who have worked diligently for the construction and development of the university. She made a comprehensive summary from three aspects: summarizing achievements, deploying key tasks for this year, and doing well in talent work, and made new arrangements.
Firstly, reviewing the work to consolidate confidence and rally strong forces to achieve new breakthroughs. Over the past year, under the strong leadership of CPC HUTB Committee, all faculty and staff have united sincerely and worked hard. The remarkable effects of Party building leadership, the demonstrated strength in teaching and research, the fruitful results in talent development, and the continuous increase in the happiness index of teachers and students have been significant. Looking back on 2023, we feel deeply proud and honored. The development of the university has been fully recognized by provincial and ministerial-level leaders. The achievements are the result of the strong leadership of the Hunan Provincial Committee of the Communist Party of China and the People’s Government of Hunan Province, the sincere unity and hard work of CPC HUTB Committee and leadership team, the close cooperation and joint efforts of all departments of the university, and more importantly, the diligent and hard work of the vast number of teachers, students, and staff.
Secondly, anchoring the goals, forging ahead with full force, and working together to compose a new chapter of development. 2024 is a crucial year for fully implementing the spirit of the 20th National Congress of the Communist Party of China, for deepening the implementation of the 14th Five-Year Plan, and for advancing towards the strategic goals of "Three Advances and Three Highs." We must adhere to the work theme of "increasing initiative, seeking transformation, strengthening connotation, and promoting leapfrog development," carry out the "strive for excellence" action, initiate the "doubling plan" for core key achievements, and focus on 10 aspects of work: solidly promote the transformation of the results of thematic education into effectiveness, comprehensively promote the integration and development of Party building and ideological and political work, continuously deepen comprehensive educational reform, ensure the effective construction of peak and highland disciplines and the "Double First-class" construction, focus on building an excellent talent independent training system, continuously strengthen scientific research innovation and the transformation of scientific and technological achievements, continue to strengthen the construction of teaching staff and cadre teams, solidly promote people's livelihood projects, continuously create a rich cultural and artistic atmosphere, and create a safe, stable, and harmonious environment.
Thirdly, practicing diligently to achieve long-term success, striving for practical results, and vigorously creating a new situation in the development of talent work. Currently, the university is at a critical stage of promoting high-quality development, and it is crucial to think carefully and plan well for talent work. First, we need to focus on targeted efforts, do well in talent attraction, insist on integrating talent work into the thinking, planning, promotion, and implementation of the central work, so that the scale and structure of talent introduction are in harmony with the overall development of the university, enabling high-end talents and the university to mutually achieve success through mutual engagement. Second, we need to focus on the long-term and effectively promote talent cultivation. It is necessary to coordinate top-level design and strategic planning, with the "Emerging Elite Program" as the guiding principle and the construction of a "151" talent team as a priority. By organizing scientific research and concentrating efforts on major projects, we aim to create first-class scientific and technological leaders and innovative teams, and quickly form a talent pool that is compatible with the development pattern of integrating "new engineering courses + new business courses + new liberal arts courses" with science. Third, we need to implement targeted measures and effectively design talent utilization. It is important to select excellent talents for suitable positions, achieving a good match between individuals and their roles. This ensures that talents are used according to their abilities and specialties, establishing a benchmark for practical achievements. Furthermore, it is necessary to establish a talent evaluation system that is guided by innovation value, capabilities, and contributions. Fourth, we need to be attentive and dedicated in creating a wonderful picture of talent retention. This involves creating a favorable environment for talent development, improving the policy system for talent support, and fully implementing the regular contact and service work of CPC HUTB Committee for talents. This will ensure that talents become the driving force leading reform and development.
Secretary Chen Xiaohong emphasized that outstanding engineers are a strategic talent force for the country. It is essential to establish an excellent engineer college, focusing on solving key engineering and technical challenges in the digital economy field. By implementing an integrated education model of "industry, university, research, and application," the goal is to cultivate outstanding engineers who are dedicated to the Party and the country, possess outstanding engineering technical capabilities, excel at solving complex engineering problems, and are committed to practical engineering practice and frontline production. The aim is to create a model area for nurturing engineers in the field of the digital economy.
Secretary Chen Xiaohong called on all faculty and staff of the university: Let us work together to attract talents through our actions, cultivate talents through practice, and nurture talents with sincerity. Let's genuinely make HUTB a fertile ground for talent gathering. Building a great university is our shared aspiration, and continuously improving the educational level of the university has been the dream of several generations of people at HUTB. We must spare no effort to achieve this goal, promote the construction of the "Seven HUTBs" to demonstrate greater effectiveness, and establish an outstanding brand. Let us maintain an unwavering spirit and a forward-looking attitude, making seizing the day and being diligent and pragmatic a spiritual trend, and making real dedication and hard work a conscious action. With unity and confidence, let's continuously achieve new and greater accomplishments in promoting the high-quality development of the university.
Secretary Chen Xiaohong presented awards to recipients of the "Outstanding Contribution Award," "Dedication and Hard Work Award," "Academician Academic Award," "Academician Youth Science and Technology Award," "Representative Achievement Award," and "Academician Teaching Achievement Award." She also issued appointment letters to new candidates for the university's "151" talent project.
Secretary Chen Xiaohong awarded the plaque to the newly established Excellent Engineer College of the university, and Professor Liu Guoquan, Dean of the Excellent Engineer College, received the plaque.
The attending Chief Leaders and members of CPC HUTB Committee presented awards to the advanced units, teams, and individuals who received the "Full-staff, Full-process and Comprehensive Education Award," "Advanced Worker Award," "Best Counselor Award," "Best Teacher Award," "Wanghan Youth Talent Award," and "Gratitude Towards Outstanding Teacher Award."
During the conference, under the baton of Xiao Ming, a national first-class conductor and Dean of the School of Music, the Xiangjiang Symphony Orchestra of the university and the faculty of the School of Music presented a splendid music performance.
The orchestral piece "Fields of Hope" is graceful, melodious, and wonderfully captivating. It praises the abundant and beautiful new era and life, also symbolizing that our cause at HUTB will be filled with infinite glory on this fertile ground. The song "I Come from the Sky Like Snowflakes" is passionate and resounding, complementing the silver-clad outdoor scenery, expressing strong emotions and the beauty of winter snow. The poetry recitation "Innovation Ode of Xiangjiang" is passionate and inspiring, praising the Xiangjiang Laboratory for leading the way and striving for excellence, empowering economic and social development with the "Integration of Computing Power, Algorithm, Computing Basis and Computing Network," and fulfilling the mission of realizing high-level self-reliance and self-improvement in science and technology. The song "China in the Light" echoes the Chinese Dream of a prosperous country, national rejuvenation, and people's happiness, bringing together a powerful force of unity and struggle. The song "Blessings" uses melodious voices to wish happiness and health to teachers and students, success for the university's cause, and prosperity for our motherland.
Finally, all Chief Leaders, CPC HUTB Committee members, and the president of the Labour Union took to the stage, singing together with the teachers "Guiding," "Ode to the Motherland," and “Song of Hunan University of Technology and Business.” Accompanied by grand and magnificent music, the red flags waved by the teachers converged into a flowing sea of red. Everyone praised the great Party and motherland with the most passionate and sincere singing, filled with unlimited confidence and eager anticipation for the bright future of the university.
