Deputy Secretary Li Dianxun of the CPC Hunan Provincial Committee Visits HUTB for Investigation and Research

On February 27, Li Dianxun, Deputy Secretary of Hunan Provincial CPC Committee, visited HUTB’s Innovation, Entrepreneurship and Creation Park, as well as the College Student Innovation and Entrepreneurship Practice Base of Central South University to inspect the innovation and entrepreneurship work of college faculty and students. He presided over a symposium in Changsha to listen to the opinions and suggestions of relevant provincial departments, the Management Committee of the Yuelu Mountain University Science and Technology Town, and representatives of innovation and entrepreneurship faculty and students from universities.

Li Dianxun pointed out that it is necessary to accurately grasp the new historical position of China's development, keenly perceive and soberly understand the complex and profound changes in the new stage of development, including the country's main social contradictions, overall supply and demand structure, essential conditions supporting development, underlying logic driving growth, and the complex international environment of integration into the world economic cycle. In response to the dual contradictions of "weak demand" and "suboptimal supply" in China's current economic operation, it is important to persist in addressing both supply and demand. While striving to expand domestic effective demand, it is essential to effectively deepen the supply-side structural reform, rely on a new round of large-scale innovation and entrepreneurship, vigorously transform traditional industries, foster emerging industries, explore future industries, cultivate and develop new quality productive forces, restructure a new supply pattern, and reshape new competitive advantages in development.

Li Dianxun emphasized that, looking at the actual situation in Hunan, to promote a new round of large-scale innovation and entrepreneurship, firstly, efforts should be made to vigorously promote entrepreneurship among the tens of millions of migrant workers engaged in out-of-home businesses, with hometown sentiment as the bond. Secondly, efforts should be focused on promoting innovation and entrepreneurship supported by science and technology among the millions of university students and teachers. Through these two types of large-scale innovation and entrepreneurship, a solid microeconomic foundation for the entire province can be built.

Li Dianxun requested that all relevant departments and units in the province respect the laws of scientific and technological innovation and industrial development, effectively optimize the innovation ecosystem, adhere to the four-pronged approach of "restructuring innovation policies, reshaping innovation platforms, creating an innovative atmosphere, and strengthening innovation services." They should systematically address the essential requirements for innovation and entrepreneurship, such as "sunlight, soil, air, and water," providing more effective policy guidance, professional training, element support, and environment guarantee to enable a greater number of university students and teachers to "have the desire, ability, skills, and success in entrepreneurship."
