Hunan Provincial Report on Supporting College Student Entrepreneurship Held at HUTB

On the afternoon of May 26, the Hunan Provincial Report on Supporting College Student Entrepreneurship was held at the Xiangjiang Lecture Hall of the university. The event was co-hosted by the Office of the Coordination Mechanism for Supporting College Student Entrepreneurship in Hunan Province and the Department of Education of Hunan Province, and jointly undertaken by the Hunan Academy of Education Sciences and HUTB. Liu Jing, Deputy Director of the Office of the Coordination Mechanism for Supporting College Student Entrepreneurship in Hunan Province, attended the event. The report session was presided over by Liao Zhikun, Secretary of the CPC HUTB Committee, while Yi Mianyang, CPC Committee Secretary of Hunan College of Finance and Economics, delivered the keynote report. Also present at the session were heads of HUTB, Hunan College of Finance and Economics, and Changsha Institute of Technology, along with faculty and student representatives from seven other universities across the province.

In his keynote report, Yi Mianyang stated that the CPC Hunan Provincial Committee and the Hunan Provincial People’s Government are building a youth-entrepreneurship-friendly province through systematic policies. The high-level recruitment efforts, superior entrepreneurship policies, and strong support have all been unprecedented in Hunan’s history. With utmost sincerity, an optimal environment, and concrete measures, the land of Hunan is welcoming every young entrepreneur who dares to dream, fight, and strive. Yi delivered a vivid and detailed presentation on Hunan’s policies, practices, achievements, and future prospects for supporting college student entrepreneurship. Covering why the province supports student entrepreneurship, how Hunan’s “Three Lows and Three Advantages” provide hardcore momentum, how the “Seven Ones” package offers tangible financial guarantees, and how the Ten Major Initiatives will deepen the work, his talk offered a comprehensive and insightful overview.

The report noted that founders of renowned domestic and international enterprises are predominantly young people. China's entrepreneurs are drivers on the new economy track—using technological innovation as their engine, actively expanding their global footprint, and profoundly shaping the new drivers of the capital market. College students serve as the main force behind growth enterprises, and the time is ripe for entrepreneurship. The report issued a call to young students, inviting them to "gather in Hunan for entrepreneurship and live up to their youthful potential." It encouraged them to strive to make Hunan a premier destination for college student entrepreneurs nationwide and even globally, and to contribute youthful entrepreneurial strength to realizing the beautiful blueprint of the "Three Highlands, Four New Missions" strategy.

The report also highlighted HUTB’s achievements in entrepreneurship. In recent years, the university has integrated the cultivation of innovative thinking, entrepreneurial awareness, and creative capabilities throughout the entire talent development process. It has built a full-chain, open entrepreneurship ecosystem, establishing three distinctive incubation centers—AI digitalization, cultural creativity and e-commerce, and “culture + technology”—with a total area of 12,000 square meters. The university has also explored a four-dimensional incubation model: “faculty-led innovation, alumni-supported startups, competition-driven entrepreneurship, and student collaborative ventures,” providing young entrepreneurs with a solid foundation, clear direction, and role models. Our students have won over 800 national and provincial-level awards in academic competitions, including 244 national-level awards, one special prize, and 36 first prizes. As of 2025, HUTB has incubated 321 entrepreneurship projects in total. Among them, 23 enterprises each have an annual output value exceeding RMB10 million, with cumulative operating revenue surpassing RMB500 million, creating over 5,000 jobs. More than 80% of these enterprises remain in Hunan, sowing batches of “golden seeds” for local economic development.
