This year, the new infrastructure was included into the government work report of the Two Sessions for the first time, which has become one of the hot spots concerned by the representatives of the Two Sessions. How should we carry out the new infrastructure? The journalist interviewed Chen Xiaohong, CPPCC Member, CAE Academician and President of HUTB.
Speed up the implementation of standardization strategy and promote the digital economy development
In recent years, the“new infrastructure”gradually becomes a hot spot with the rapid development of digital economy, and the standards play a fundamental, strategic and leading role in supporting the high-quality digital economy development. Standards in 5G, chip, blockchain and other key areas are not only related to the right of speech, the right of rules and the right of innovation, but also to the direction and future of national economic development.
"The setting cycle of China's national standard is 3 years on average, and the 'standard age' is longer than that of Germany, the United States, the United Kingdom, Japan and other countries.”Chen Xiaohong said that the standardization construction of China's digital economy still faced some problems, such as imperfect standard system, slow progress of standard setting, lack of unified coordination and low contribution rate of international standards, etc.
Data showed that the contribution rate of China's international standardization in 2018 ranked the fifth in the world, but the number of valid patents on key core technologies in the field of digital economy was insufficient, and the contribution rate of the standardization should be further improved.
She believes that it is urgent to speed up the implementation of standardization strategy and promote the digital economy development. In the Two Sessions this year, she proposed to promote China to become a“leader”in the development of digital economy standards and create a new way for the standard digital economy by accelerating the establishment of a“leading group”for the development of digital economy standards, forming an“exemplary base”in the construction of the standard digital economy, and creating a“community”in the standard digital economy.
Promote the urban governance through the new generation of information technology in the post era of epidemic
At the Fourth Plenary Session of the 19thCentral Committee of the CPC, it was proposed to“advance the modernization of China's system and capacity for governance". The new generation of information technology represented by big data, IoT, cloud computing, blockchain, AI, etc. is becoming a powerful tool for the modernization of urban governance.
"With the outbreak of the novel coronavirus pneumonia, the deficiencies of Chinese cities in the public crisis governance capability are exposed, which provides an important opportunity for the full application of the new generation of information technology, strengthening the construction of the municipal public crisis governance system and enhancing the public crisis governance capability.”Chen Xiaohong believed that there were still some problems (such as small quantity, low quality, low efficiency, unwillingness to use, unawareness to use, etc.) in the application of new generation information technology in public crisis governance, specifically, low opening degree of the data sharing, relatively weak data support, insufficient technology and system platform support, laggard construction of corresponding laws and regulations, and more data privacy disclosure issues in the public crisis governance events.
She suggested that we should strengthen the top-level design of municipal public crisis governance information, actively layout cutting-edge information technology, develop the system architecture of big data, 5G, blockchain, AI, digital twin and other new information technology, and explore the application mode of new information technology in municipal public crisis governance; improve the mechanism of emergency data collection and sharing, clarify the rights and responsibilities of emergency data connection, and ensure the quality and using effect of emergency data.
In addition, she also suggested that the municipal emergency hard power should be supplemented. Under the rapid development of new infrastructure, we should accelerate the construction of forward-looking terminal equipment for municipal public crisis information, including the construction of sensing, instrumented, intelligent and other basic equipment, expand the“nerve terminal”system of municipal public crisis governance information, provide more intuitive support for the monitoring, early warning and real-time emergency command of municipal public crisis, and provide basic guarantee for big data collection, intelligent analysis and processing.
Improve the cultivation mechanism of innovative talents, and stimulate innovation vitality
"For the new infrastructure, the inter-disciplinary talents with stronger ability of mastering new technology and innovative thinking are needed, and its requirements for knowledge structure and connotation are higher than those of the old infrastructure.”
According to a recently-released report on the development of talents in the new infrastructure industry in 2020, the shortage of talents in the new infrastructure industry is expected to reach 4.17 million by the end of the year. Compared with traditional infrastructure or traditional industry, the dependence of new infrastructure and new economy on land, energy and other resources is reduced, while the demand for talents is increased. How to cultivate more talents for the“new infrastructure”has become an urgent task.
For this, Chen Xiaohong believed that on the basis of existing experience, we should actively promote the cultivation of inter-disciplinary and innovative talents in enterprises, universities and scientific research institutions by giving policy support to the technological innovation talents and high-tech enterprises.
She suggested that we should establish the innovative engineer cultivation projects in some provincial and municipal pilots based on the transformation and industrialization of major application-oriented scientific and technological achievements, and provide all-round innovation and entrepreneurship, talent training and other services for all scientific and technological enterprises and talents.
