[People.cn] Tang Yayang is Invited by People.cn To Share Colleges and Universities' Experience about Carrying Out Social Entrepreneurship Education

People.cn News (Wang Xiaohua) On August 1, Tang Yayang, the secretary of the Party Committee of HNUC is invited by People.cn to introduce the new connotation of entrepreneurship, important significance of innovation and entrepreneurship education and the practice related to the social entrepreneurship. He provided meaningful enlightenment and reference for carrying out innovation and entrepreneurship education, deepening higher education reform and innovating talents cultivation mode of colleges and universities under the "both entrepreneurship and innovation" background.

The historical and practical significance of innovation and entrepreneurship education implemented by colleges and universities

Chinese universities are making efforts to carry out innovation and entrepreneurship education. The State Council had issued General Office of State Council's Suggestions of Implementation about Deepening Innovation and Entrepreneurship Education Reform in Colleges and Universities in May 2015, and the Ministry of Education is adjusting the last-year employment summary propaganda work into innovative entrepreneurship summary propaganda work in 2016. It is clearly observed that the whole education circles pay special attention to the innovative entrepreneurship. It is especially important for colleges and universities to carry out innovation and entrepreneurship education under the big background and trends.

Firstly, serve for the strategic demands about quickening innovation-driven development strategy of the country and building innovation-oriented country and strong human resources country. The innovation is considered as the first impetus for development; however, what is the most core factor of innovation-driven? It is the talent. As a matter of fact, the innovation-driven as we are talking about refers to the talent-driven because it is difficult to build strong human resources country if there is no human and high-quality talents. Therefore, we shall master the high-quality talent cultivation as an important task in our colleges and universities.

Secondly, serve for the strategic demands about enhancing colleges and universities' talent cultivation quality and promoting all-round development of college students. Our colleges and universities are calling for complying with connotative development; however, what are development acting points of enhancing talent cultivation quality and its connotation? I think the acting point lies in organically linking up talent cultivation mode with society.

Thirdly, serve for the strategic demands about utilizing entrepreneurship to mobilize employment and promoting the full employment of colleges and universities' graduates. University students need to be employed, as same as workers in other industries. Our country has made great efforts to cultivate the high-quality university students, they shall be the most knowledgeable and innovative talents. I think our university students shall be not only able to be employed, but also create the new posts and provide employment positions for more empolyees. This is an important method and mean of our colleges and universities and university students for making contributions for the society. It is extremely necessary and seasonable to promote innovative and entrepreneurial education in colleges and universities.

How HNUC Carry out Innovation and Entrepreneurship Education.

HNUC has carried through many explorations and practice in the entrepreneurship education, firstly, we have strengthened the organizational leadership of innovation and entrepreneurship education, and the school has established leading group, the expert guidance committee as well as innovation and entrepreneurship guidance center to overall arrange all affairs of innovation and entrepreneurship education in universities.

Secondly, we will also perfect the innovation and entrepreneurship education system. This education system that shall be carried out is the required course about innovative and entrepreneurial education for all students in the aspect of pervasive education, besides, the auxiliary courses will also be provided. We pay special attention to the innovative and entrepreneurial ability cultivation, such as, aiming at students who are willing to foster innovative and entrepreneurial ability, we will especially provide some professional and direction-oriented course groups.

Thirdly, we particularly emphasize individual difference, such as, to actively cultivate students' curiosity, imagination and critical thinking, etc., we connect general education course with professional course, connect theoretical teaching with practical teaching, connect the first classroom with the second classroom and the third classroom (web-based education) in the aspect of course teaching.

Fourthly, we will further expand the experiment base for innovation and entrepreneurship education. In last year, we made an investment of RMB 26 million to build a comprehensive platform for internship on the basis of innovative and entrepreneurial training, including the national-level talent cultivation mode, 1 innovative experimental area, 15 demonstration middle schools about liberal art practical education, 20 integrated experimental platforms about finance and more than 200 off-campus practice and training bases.

Fifth, we will enrich the cultural atmosphere of innovative entrepreneurship in university, utilize all kinds of media platforms, including connecting online and offline medias to widely promote the knowledge, capability and methods about innovation and entrepreneurship education, such as, we will invite excellent schoolfellows at regular intervals and hold entrepreneurs' forums to share their innovative entrepreneurship experiences.

Difficulties and Challenges about Carrying out Social Entrepreneurial Education in Colleges and Universities

I started to propose and advocate social entrepreneurial education as early as 2006; moreover, I have physically carried out theoretical and practical exploration. Although the social entrepreneurial education has gained some primary achievements under the joint efforts of everyone and obtained consistent acceptance, but it is a new thing after all, there is a long way to go if we want to make public entrepreneurial education be recognized extensively, truly reflect its value and position. Of course, we will encounter some difficulties and challenges. I think they are mainly reflected in the following three aspects:

Firstly, ideological understanding. Some people think that it is difficult to understand or accept the concept of social entrepreneurial education. Others deem it is not the time to promote social entrepreneurship in China due to its immature conditions, in spite of their appreciation and identification with social entrepreneurship.

Secondly, policy environment, such as, we will encounter large difficulties in operation because the supporting measures have not been issued in spite of the issued Charity Law. As a systematic event, the public welfare needs many policies in other aspects, besides Charity Law.

Thirdly, own problems of university. In consideration of the inadequate experience, ready-made experience and mode absence and lacking teachers, the social entrepreneurship will encounter large difficulties because their teachers are unable to understand entrepreneurship due to their little entrepreneurship experience or social hustling absence when the related teachers are directly employed from graduated school. Meanwhile, the teaching conditions, experimental conditions, capitals and equipment need to be invested. There is significant difference in the foregoing aspects.

Expectation about Carrying Out Social Entrepreneurship Education in Colleges and Universities

In the long term, I am self-confident and very optimistic about carrying out social entrepreneurship education in colleges and universities. In spite of the long process and possible difficulties, its future is bright, therefore, we shall make more efforts to realize it on account of its bright future. I make the judgment on the grounds of:

Firstly, it is important to consider social mission as the value guidance to push the social entrepreneurship education. I think the social mission is not only the problem which our education shall solve, but also the advocated theme in our education policy because social entrepreneurship can not only conform to educational development rules, but also comply with the development policies of the Party and country.

Secondly, the Party has paid high attention to the public welfare development since the 18th CPC National Congress. According to some my collected data, the Party clearly puts forward to support and develop charitable career, and lead our social organization to develop healthily and orderly in the report of the 18th CPC National Congress. The State Council issued Guiding Opinions about Promoting the Healthy Development of Charitable Career in 2015. In March of this year, Charity Law was adopted during the two sessions. The charity and public welfare are guaranteed at the law governance level.

Thirdly, our public welfare has been developed rapidly, such as, the social donation is sharply increased regardless of its relatively small proportion, which has broken through RMB 100 billion in 2014 for 9 times of 2006. In summary, despite of its small total quantity, on the whole is rising.

Fourthly, the social entrepreneurship of colleges and universities has the preliminary foundation, and the social entrepreneurship education has developed into a new education platform with a favorable target location, which organically connect our talent cultivation with society for the sake of shortening or cutting off the wide gap. The education concept shall convey social responsibility, the education contents shall consider innovative capability and quality as the education principles, therefore, in the view of education orientation, education concept, education contents, education method and means, the social entrepreneurship education has preliminarily reflected the new education form.
