On the afternoon of July 26, the 2nd CPC HUTB Congress concluded successfully at the Fenghua Lecture Hall on the South Campus, having accomplished all its agendas.
The congress voted to adopt the Election Regulations of the 2nd CPC HUTB Congress. Under the supervision of the chief ballot inspector and ballot inspectors, the congress elected the 11-member Second CPC HUTB Committee and the 7-member Second CPC HUTB Discipline Inspection Commission.
The congress adopted the Resolution of the 2nd CPC HUTB Congress on the Report of the CPC HUTB Committee and the Resolution of the 2nd CPC HUTB Congress on the Work Report of the CPC HUTB Discipline Inspection Commission.
The congress affirmed that over the past five years, under the strong leadership of the CPC Hunan Provincial Committee, the CPC HUTB Committee has united and led all Party members, faculty, and students in anchoring the main task of high-quality development and advancing all undertakings in a coordinated manner. Party building has been strengthened; new progress has been made in discipline and program development; the quality of talent cultivation has been steadily improved; notable results have been achieved in faculty team building; research capability has been significantly enhanced; new outcomes have been attained in social service; educational conditions have been continuously improved; and overall educational capacity and social influence have risen substantially. The university's comprehensive strength has reached a new level, opening up a new horizon for its undertaking. The congress noted that the university has tightened its political responsibilities and upheld benchmarking against standards. Under the guidance of the CPC Hunan Provincial Committee Inspection Group and the Steering Group, the university has vigorously advanced inspection rectification to achieve high-standard, closed-loop resolution and thorough clearance of all issues. It has carried out in-depth learning on fostering and practicing a correct view of governance performance, yielding a series of new advances and results.
The congress emphasized that this congress was convened at a critical juncture when China is advancing the building of a strong nation and the rejuvenation of the Chinese nation on all fronts through Chinese modernization. It takes place at an important stage when Hunan Province is accelerating its development into a leading education province and striving to realize the beautiful blueprint of the "Three Highlands, Four New Missions" strategy. And it comes at a pivotal moment for the university—as it drives its transformation and upgrading, and goes all out to promote high-quality development. It is an important congress that unites hearts and minds and plans for the future. The congress affirmed that the report provides an objective, pragmatic, and fair analysis of the university's historical positioning and the opportunities and challenges it faces. The striving goal of building a high-quality, distinctive, and high-level application-oriented university of business and commerce, together with the systematic deployment arranged around the "Four Keys," "Six Priorities," and "Four Safeguards," conforms to the laws of higher education development, aligns with the university's actual conditions, and responds to the eager expectations of all faculty and students. It is truly inspiring and motivating.
The congress fully acknowledged the work of the First CPC HUTB Discipline Inspection Commission over the past five years. The congress pointed out that the newly elected CPC HUTB Discipline Inspection Commission must accurately grasp the new situation, new tasks, and new requirements of comprehensively and rigorously governing the Party. It must always uphold the political nature and mission of the university's discipline inspection and supervision work, precisely anchor the responsibilities of discipline inspection and supervision in the new era, and endeavor to identify the direction and path for developing such work. The commission should find the entry points, focal points, and footholds in safeguarding the overall situation of the university's high-quality development, and use new achievements in discipline inspection and supervision to protect the university's endeavors in fostering virtue through education and in reform and development.
The congress called on all CPC HUTB organizations at every level, all CPC members, and the broader community of faculty and students to hold high the great banner of socialism with Chinese characteristics, to be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, to fully implement the Party's education policy, and to firmly center on the fundamental mission of fostering virtue through education. Under the strong leadership of the university's newly elected Party committee, the HUTB community shall uphold the principle of "to pursue business and engineering in tandem, supported by liberal arts and sciences, with multidisciplinary and interdisciplinary integration." Taking the pursuit of high-quality, connotative development as the overarching theme, and adhering to deeper reform, greater openness, stronger governance, and distinctiveness, the university will jointly write a new chapter in building a high-quality, distinctive, and high-level application-oriented university of business and commerce, and strive to make new and greater contributions in the vivid practice of realizing Hunan's beautiful blueprint of the "Three Highlands, Four New Missions" strategy.
Comrade Liao Zhikun delivered the closing speech. He pointed out that all Party delegates, with a high sense of political responsibility and historical mission, carefully deliberated on the report of the CPC HUTB Committee and the work report of the Discipline Inspection Commission, and elected the members of the Second CPC HUTB Committee and the Second CPC HUTB Discipline Inspection Commission. The congress systematically summarized the achievements and experience of the university's Party building and overall development since the First Party Congress. It conducted an in-depth analysis of the historical positioning of the university's development, and clarified the striving goal of accelerating the building of a high-quality, distinctive, and high-level application-oriented university of business and commerce—with the pursuit of high-quality, connotative development as the overarching theme, and with a focus on improving quality, strengthening distinctive features, deepening reform, expanding openness, strengthening governance, highlighting characteristics, prioritizing key tasks, and securing safeguards.
Liao stressed that the blueprint has been drawn; the key lies in implementation. Promoting the implementation of the spirit of the Second CPC HUTB Congress and ensuring the successful fulfillment of all goals and tasks is not only the responsibility and mission that the newly elected Party committee must firmly shoulder, but also the shared pursuit of all faculty, students, and staff across the university in striving ahead. All CPC HUTB organizations at every level and Party members, as well as officials, must take the study, dissemination, and implementation of the spirit of this congress as a major political task for the present and the coming period. The study and implementation of the congress spirit shall be integrated and advanced in unison with the work of delivering a solid "second half" of inspection rectification and the in-depth learning campaign on fostering and practicing a correct view of governance performance. The university must promptly align its thinking and actions with the decisions and deployments of the congress, and rally its strength toward achieving the goals and tasks set forth by the congress—ensuring that all goals and tasks are fulfilled on schedule, up to quality, and with tangible results. The HUTB community shall press forward with valor toward the goal of building a high-quality, distinctive, and high-level application-oriented university of business and commerce, and contribute the wisdom and strength of HUTB to the building of a strong educational nation and the Chinese modernization drive.

After the closing of the congress, the Second CPC HUTB Committee and the Second CPC HUTB Discipline Inspection Commission each held their first plenary session. The sessions elected the Secretary and Deputy Secretaries of the Second CPC HUTB Committee, and the Secretary and Deputy Secretaries of the Second CPC HUTB Discipline Inspection Commission.
