["13th Five-Year Plan" Tour] Postgraduate Education: Deeply Cultivate and Strengthen the Foundation, Pioneer and Innovate for the Overall Situation

During the "13th Five-Year Plan" period, degree and postgraduate education is based on educating people, actively exploring and cultivating the core competitiveness of postgraduate education in HUTB, promoting the reform and innovation of postgraduate education in an orderly manner, and making important contributions to the comprehensive realization of the "Three-upgrade" goal of HUTB.

Serve the application of doctoral programs: actively promote the establishment of doctoral degree awarding institution

In 2017, in order to apply for the doctoral degree awarding institution, HUTB organized several application meetings and made strict arrangements for this work. During the summer vacation, The Graduate School has carefully organized and written the Application Report for New Doctoral Degree Awarding Institution, Construction Plan of New Doctoral Degree Awarding Institutions from 2017 to 2023, Brief Table of Application for New Doctoral Degree Awarding Institution, and conducted the application and organization of four doctoral degree development institutions for management science and engineering, business administration, applied economics and law. Academician Chen Xiaohong personally made a defense report for HUTB at the declaration and defense meeting of the construction institution organized by the Department of Education of Hunan Province, which was a complete success. In July, 2018, HUTB officially became the proposed doctoral degree awarding institution in Hunan Province, and four first-level disciplines, namely management science and engineering, applied economics, business administration and law, were successfully approved as the proposed doctoral degree awarding institutions. Subsequently, the Graduate School made clear the construction objectives and tasks, formulated the implementation plan, and made overall plans to promote the establishment of doctoral degree awarding institutions and doctoral degree authorization points.


Overall planning: expand the scale and number of master's degree authorization points


HUTB attaches great importance to the declaration of master's degree authorization points. Since applying for the master's degree authorization points in 2016, the Graduate School started the pre-application works ahead of schedule, organized relevant schools and departments to hold working meetings, and invited experts from inside and outside the province to polish and improve the application materials of the degree point. During the "13th Five-Year Plan" period, there were 7 new master's academic degree authorization points and 6 new master's professional degree authorization points in HUTB, with a total of 18, covering seven major disciplines: economics, management, engineering, science, law, literature and art.


Help to upgrade to university: Realize the continuous growth of postgraduate enrollment scale


HUTB obtained the qualification of master's degree in 2013 and began to recruit master's degree students in 2014. By striving for the master recruitment plan from the Department of Education, during the "13th Five-Year Plan" period, the enrollment scale of postgraduate students in HUTB doubled, and the proportion of postgraduate students in HUTB reached 5% in 2019, meeting the key index of renaming HUTB as a "university". In October 2020, there were 1,248 postgraduate students in HUTB, with an average annual growth rate of 60.97%.

Take multiple measures simultaneously to expand the number of tutors and improve the comprehensive quality of tutors


The Graduate School has formulated a relatively complete system of tutor selection, training, enrollment qualification and other documents inside and outside HUTB, constantly enriching the strength of postgraduate tutors. The number of on-campus tutors increased from 92 to 321, and the number of off-campus part-time postgraduate tutors increased from 52 to 379. The educational background, professional title and age structure of the tutor team in HUTB are becoming more and more reasonable. Tutors with doctoral degrees accounted for 73.2%, teachers with senior titles accounted for 83%, and young and middle-aged teachers (aged 45 and below) accounted for 42.3%. Graduate School regularly organize tutors to participate in tutor training classes, Lushan Lecture Halls, famous Lecture Halls and other learning activities, strengthen post awareness and responsibility awareness, and advocate the innovation of postgraduate training mode. During the "13th Five-Year Plan" period, a total of 7 tutors were awarded the title of "Excellent Postgraduate Tutor" in Hunan Province, and 3 tutor teams were awarded the title of "Excellent Postgraduate Tutor Team" in Hunan Province.


Pioneering and enterprising: Focus on condensing the characteristics of HUTB in postgraduate training

In recent years, the postgraduate education in HUTB has made outstanding achievements, and gradually explored a postgraduate training mode with strong core competitiveness, high comprehensive quality and the characteristics of HUTB, and the training quality has been steadily improved. In the past five years, 209 provincial scientific research and innovation projects have been established for postgraduate students, and 1.36 papers have been published per capita, and a considerable number of papers have been published in well-known journals at home and abroad; the qualified rate was 100% in the sampling inspection of master's degree theses organized by the provincial degree office, and 10 provincial excellent master's theses were published; there were 16 provincial outstanding postgraduate students and 5 provincial outstanding postgraduates of innovation and entrepreneurship. Postgraduate students in HUTB have made great achievements in mathematical modeling, MPAcc case competition, legal case competition, "Internet plus" college innovation and entrepreneurship competition, artificial intelligence innovation competition, electronic design competition, MIB international business negotiation competition and other disciplines. A total of 19 national awards and 119 provincial awards have been won. The level and number of awards in similar discipline competitions are among the top universities in the province, which are highly recognized by higher authorities and are known as "HUTB Phenomenon".


Intensive cultivation: vigorously promote the connotation construction of postgraduate education

With an efficient, pragmatic and enterprising attitude, the Graduate School strengthens the quality management and monitoring of the training process, improves the construction of teaching platform, and vigorously promotes the connotation construction of postgraduate education. During the "13th Five-Year Plan" period, 33 provincial postgraduate education and teaching reform projects and 55 university teaching reform projects were successfully established; 16 provincial teaching platform projects were approved, including 5 excellent teaching teams, 9 high-quality courses and 2 high-level teaching materials; more than 60 industry-university-research cooperation bases at all levels have been established, including 9 provincial postgraduate training innovation practice bases, and a professional master's training system of "professional practice base-practical tutor-professional post practice" has been constructed.


Take on innovation: expand the external influence of postgraduate education of HUTB in multiple dimensions

In the aspect of education management, Graduate School is responsible, pioneering and innovative, has a strong sense of responsibility and mission, and actively expands the external influence of postgraduate education. It hosted the 2020 Academic Annual Meeting of Hunan Society of Academic Degrees and Graduate Education, attracting more than 230 guests and representatives from 31 universities in the province, with the highest number of participants in the past years. In addition, Graduate School actively cooperates with schools to undertake various provincial discipline competitions, summer schools, etc., so as to improve the comprehensive influence of postgraduate education. For example, summer schools of "Data Intelligence and Management Innovation" and "Frontier of Economics" were held, including academic lectures by well-known experts, lectures on cutting-edge theories and methods, visits to laboratories and innovation and entrepreneurship creative parks, etc., to show the strength of postgraduate education in all directions, attract outstanding students to apply for the exam, stimulate students' interest in related disciplines, and deepen their understanding of discipline frontiers and research hotspots. From November 26 to December 6, 2020, Graduate School and College of Science jointly hosted the 5th Mathematical Modeling Competition in Hunan Province, and HUTB won the "Excellent Organization Award".


During the epidemic, Graduate School took the lead in organizing the live webcast enrollment propaganda among the colleges and universities in the province. Academician Chen Xiaohong personally gave the live broadcast and cordially met the candidates face to face, inviting the students to come to HUTB to realize their dreams, with more than 20,000 viewers.

Facing the new journey of the 14th Five-Year Plan, Graduate School will thoroughly implement the spirit of the first Party Congress of HUTB, Insist on cultivating postgraduate students with global vision, feelings of home and country, professionalism and benevolence, and will continue to carry forward the rigorous and pragmatic work style, take responsibility, innovate ideas and move forward with determination, so as to make greater contributions to the comprehensive realization of the strategic goal of "Three Upgrades and Three Highlands" and create a new situation in discipline construction and postgraduate education.
