Talent is the first resource. If talents flourish, the school will flourish, while if talents are strong, the school will be strong.

 

During the 13th Five-Year Plan period, the Party Committee Office and Principal Office attached great importance to the construction of talent team. With the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the National Education Conference as a guide, the policy of comprehensively deepening the reform of the construction of teachers in the new era as an opportunity, the development of a high-level technology and business university as a goal, HUTB focused on the important links such as talent introduction, training and use, reformed and innovated the system and mechanism, continuously increased the investment, optimized the talent environment, and achieved outstanding results in the construction of talent team. Compared with the 12th Five-Year Plan period, historic breakthroughs have been made in terms of quantity, structure and level, and strong support has been provided for the 14th Five-Year Plan period from the perspectives of vitality, potential and capacity.

 

Make the excellent top-level design and innovate the system and mechanism of talent work

 

By Taking the top-level design of HUTB as the starting point, and perfecting the system of talent introduction, training, assessment and evaluation, we comprehensively build a talent work system with harmonious and unified system, people, environment and treatment, and gradually establish and improve the institutional framework applicable to the modernization of university governance system and capacity. HUTB has successively formulated and improved a series of policies and systems, such as Implementation Measures for the" 151 "Talent Team Construction Project, Several Opinions on Further Strengthening the Construction of Doctoral Teachers, Evaluation Measures for Series Professional and Technical Positions of Teachersand Distribution Measures of Performance Pay of Schools. Through reform and innovation, the system dividend will be continuously released, and teachers' enthusiasm, initiative and creativity will be fully stimulated.

 


Adhere to high-end leadership and promote the high-quality development of HUTB

 

The support plan system for high-end talents was optimized to achieve a historic leap for top talents. HUTB "151" talent team construction project was set up to introduce and cultivate a group of strategic leading talents, discipline leading talents and young top-notch talents in various disciplines, and lead and radiate the leap-forward development of various disciplines with high-level talents, and a large number of top-notch talents were promoted to the provincial and national talents through the talent projects. During the "13th Five-Year Plan" period, Professor Chen Xiaohong was elected as a CAE academician and a historic leap was achieved for the top talents.

 


More than 60 provincial and ministerial-level or above talents are added including the experts enjoying special allowances from the State Council, excellent experts in Hunan Province, excellent social science experts in Hunan Province, national ideological and cultural young talents, leading talents of new think tanks in Hunan Province, candidates of "Furong Scholars" award program in Hunan Province, outstanding teachers in Hunan Province, "Five One-Batch" talents in Hunan propaganda and cultural system, candidates of "121" innovative talents training project in Hunan Province in the new century, and young talents in Hunan Province. A high-level talent team full of vitality is gradually established with the top talents as the guide, discipline (academic) leaders as the core, young and middle-aged backbone teachers as the main body, and structure optimized increasingly.

 

The mechanism of "introducing outside and training inside" for high-end talents was improved with the number of teachers increasing. The global talent recruitment plan was implemented. Focusing on the needs of disciplines, HUTB actively broadens the horizons of attracting talents, and builds a diversified network of attracting talents, recruits the talents globally, with the importance paid to the introduction of high-end talents in short supply and the young talents. The online and offline modes are combined and the talent recruitment announcements are published online on the important websites such as Science, Wiley Online Library and new media platforms such as WeChat, and the talent introduction policy of HUTB is promoted through multiple channels; offline recruitment is conducted by means of "going out, coming in, and recommendation by talents", etc., where HUTB participates in special job fairs at home and abroad, special presentations of famous universities, and several "Lushan International Young Scholars Forum" were held, and talents are encouraged to recommend other talents, so as to attract various talents. In 2017, HUTB held the first Lushan International Young Scholars Forum to build an academic exchange platform driven by discipline interaction and talents gathering. In the past four years, more than 300 outstanding young scholars from well-known universities at home and abroad, such as Tsinghua University, University of Chinese Academy of Sciences, Massachusetts Institute of Technology and Durham University, have been invited to come to HUTB for exchanges, and a group of talents active in the international academic frontier have joined HUTB in a full-time or flexible manner.

 


A special plan is implemented in HUTB for cultivating excellent teachers with attention equally paid to introduction and education, and a group of outstanding young and middle-aged talents in different levels are trained and a group of leading talents in disciplines are reserved in advance by implementing the "Innovation Drive Plan for Young Teachers", "Overseas Visit Plan for Teachers in the 13th Five-Year Plan", "Postdoctoral Training Support Plan", and long-term and short-term further education and doctoral studies for in-service teachers.

During the "13th Five-Year Plan" period, nearly 200 high-level talents were introduced through full-time or intelligence introduction project; through the cultivation, 5 persons were promoted to doctoral tutors in "double first-class" universities such as Central South University and Hunan University, 123 teachers went to high-level universities at home and abroad to conduct exchange visits, and 338 persons participated in various further training at all levels. At the same time, a multielement employment mechanism was established to realize the rational allocation of full-time teachers and external teachers. Among the part-time teachers, there are 14 academicians, 3 Changjiang scholars and 6 winners of the National Outstanding Youth Fund. The number and level of teachers can basically meet the needs of personnel training and discipline and professional development.

Adhere to the problem orientation and scientifically construct the talent evaluation system

 

Always adhere to the problem orientation, take the new round of national talent evaluation system reform as an opportunity, resolutely implement the spirit of breaking the "Five Following", and actively explore the scientific talent evaluation system of "combination of breaking and making". Highlight the evaluation orientation of ability, performance and contribution, gradually establish and improve the talent selection and evaluation mechanism combining the "discipline classification evaluation, representative achievement evaluation, peer expert evaluation and comprehensive scoring evaluation", and gradually build an evaluation system that is conducive to talents to stand out and make the best use of their talents in terms of post employment, professional title evaluation and performance distribution.

 

In view of the fact that HUTB has first and accurately made remarkable achievements in deepening the reform of teacher assessment and evaluation, HUTB was awarded the honorary title of "Model of College Teacher Assessment and Evaluation" by the Ministry of Education in 2017.

 

Adhere to service efficiency and optimize talent environment

 

Adhering to the talent service concept of "granting whatever is requested" and the service attitude of "knowing experts, understanding experts and becoming experts", HUTB constantly optimizes and beautifies the soft environment for talent development, and truly cares about talent life, so that talents can move forward without anxiety, establishes a "first question system" and a "timely completion system" for talent service, listens to the opinions and suggestions of talents from time to time in the form of discussion, condolences and telephone calls, and actively coordinates and solves the practical difficulties such as schooling for children of talents, placement of spouses, and housing purchase, actively creates an environment of respecting talents, knowledge and creation, and stimulates talents' sense of acquisition, accomplishment, respect, urgency, responsibility and mission. The entrepreneurial atmosphere of outstanding talents, backbone teachers and management talents is becoming increasingly strong, and their position and role in the development of HUTB are increasingly prominent.

 


Thousands of sails compete, the first must be the hardest. At the new starting point of the 14th Five-Year Plan which is coincided with the centenary of the founding of the Party and the talent work conference of CPC Central Committee, we will continue to uphold the strategic thinking of "talents lead the development", adhere to the principle of "facing the forefront of world science and technology, facing the main battlefield of economy, facing the major needs of the country and facing people's lives and health", deepen the reform of the system and mechanism of talent development, optimize the ecological environment of "introducing, cultivating, using and retaining the talents", make every effort to build a first-class talent team with both ability and political integrity, high-end leadership and vitality, and focus on creating compound talents with the integration of "New Engineering Courses+ New Business Courses+ New Liberal Arts Courses" and the science courses, so as to provide a strong talent driving force for accelerating the construction of innovative first-class technology and business university with the distinctive characteristics.
