On January 10, CPPCC held a Internet Governmental Affairs Discussion Remote Conference in Beijing, with the topic of “strengthening the protection of personal information in the big-data era”. Wang Yang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and chairman of CPPCC presided over the conference and delivered a speech. He stressed that it is necessary to thoroughly learn and implement General Secretary Xi Jinping's important instructions on network security and personal information protection; look upon personal information protection issues in the big data era from a development perspective and dialectical thinking; adhere to the people-centered principle, adhere to government supervision, industry self-discipline, social participation and overall promotion; adhere to addressing both the symptoms and root causes, scientifically and effectively; protect information security while improving the utilization level of information resources; and make big data better serve the society and benefit the people. CPPCC Vice-Chairmen Zhang Qingli, Xia Baolong, Gu Shengzu and Shao Hong attended the conference. HUTB President Academician Chen Xiaohong, as a well-known expert in this field and a member of CPPCC, made a speech at the main venue and had an interactive communication with Chairman Wang Yang.


At her speech, Academician Chen Xiaohong, said that, in the contemporary world, the deep integration of modern information technology represented by the Internet with human production and life has brought a profound impact on the economic and social development. The CPC Central Committee attaches great importance to the protection of personal information in the big-data era. Relevant departments have done a lot of work and achieved positive results. However, the traditional personal information protection system and methods cannot keep pace with the new situation of widespread popularization of the Internet and rapid development of the digital industry. Strengthening the protection of personal information concerns the legitimate rights and interests of individuals and enterprises, concerns the state security, and is also exploring a new path for the worldwide Internet governance. Maintaining information security still has a long way to go.
Academician Chen Xiaohong put forward suggestions as follows: Firstly, relevant departments should cooperate to improve the personal information protection mechanism. The protection of personal information involves a wide range of subjects and concerns a wide range of interests. It requires related bodies such as government administration, legislation and justice, market enterprises and individuals to cooperate in various aspects including legislation mode, responsibility orientation, information use and supervision, industry incentive and development, cognitive self-discipline, etc. from their respective perspectives to perfect the personal information protection mechanism and realize all-round personal information protection. Secondly, we should innovate technologies and mechanisms to enrich the path of personal information protection. The development of new generation information technology and network technology such as big data, artificial intelligence and block chain not only increases the possibility of personal information disclosure, but also provides new means for personal information protection. On the one hand, scientific research institutions can be organized to carry out forward-looking, strategic and disruptive research and development of core technologies, especially to carry out original collaborative research on basic and applied basic technologies, such as separation of ownership and use rights of personal information by using block chains; on the other hand, we should pay attention to the role of the market in the allocation of innovative resources, adopt a market-oriented operation mechanism to realize scientific allocation of innovative resources for the personal information protection by the whole society, provide innovative conditions for building a “firewall” for personal information, and balance the government’s public interests, commercial interests and personal interests. Thirdly, we should improve the administration of justice and strengthen the protection of personal information. The new network business model promotes the current personal information security protection to change to the dynamic protection of the whole information life cycle, covering the basic principles of personal information security, collection conditions, preservation requirements, use disclosure and sharing rules, etc. It is required to improve the professional level in handling the crimes against personal information while formulating corresponding laws and regulations. It is suggested that law enforcement departments such as Ministry of Public Security and State Administration for Market Regulation should study and apply new information forensics technologies and promote expert-assisted case handling mechanism. Meanwhile, it is necessary to mobilize and organize all levels of network organizations and Internet enterprises to form a comprehensive network governance pattern combining economic, legal, technological and other means.
14 CPPCC members and experts made speeches at the CPPCC General Office and five venues in Liaoning, Anhui, Hunan and Guizhou, as well as by the means of mobile phone connection.
