Holding of the Kick-off Meeting for the Major Project of Chinese Academy of Engineering - "Study on Municipal Governance System and Governance Modernization Strategy for New Smart City"

On December 21, 2019, the kick-off meeting for the major project of Chinese Academy of Engineering - "study on the municipal governance system and governance modernization strategy for new smart city" is smoothly held in Jinan. The project is a major consulting project established for accelerating the deep implementation of the spirit of the Fourth Plenary Session of the 19th Central Committee of the Chinese Communist Party by Chinese Academy of Engineering which is undertaken by Hunan University of Technology and Business, Alibaba Group, Tsinghua University, Central South University, Xiangtan University and Shenzhen University. The president of our university-professor Chen Xiaohong from Chinese Academy of Engineering is the person in charge of the project which is jointly participated by more than 10 academicians of Chinese Academy of Engineering, above 60 scholars from cooperators and personsin the business circles.
The kick-off meeting of the project is presided over by academician, Fan Guobin and attended by 13 academicians (including the Director of the Engineering Management Department of Chinese Academy of Engineering - Hu Wenrui) and relevant experts and scholars and members of the project team (number: more than 60).
Firstly, the Academician - Chen Xiaohong reports the situation of the project and the research scheme on behalf of the project team. The project is based on problems and challenges of the municipal governance in China, involves the construction of municipal governance capacity assessment index system and assessment method of the new smart city by comprehensive application of emerging information technologies (such as big data, artificial intelligence, IoT, blockchain and 5G) for the construction of new smart city, proposes the municipal governance system and governance capacity modernization strategy target, implementation paths and key tasks of the new smart city and policies and measures for governance system and governance capacity modernization of the new smart city as well as carries out application demonstration for strategic measure and implementation of policy of the city.
And then participation academicians and experts deeply discuss study protocol and plan of the project as well as put forward many valuable suggestions. Everyone conformably thinks the project is with great significance of research, detailed research content and scheme and feasible technical route, fully reflecting the research background of the project team in the field and the previous preparation. At the same time, it's suggested that the ultimate goal of the research shall be enhancing people's sense of happiness, sense of gain and sense of security by smart city construction. The smart city construction is aimed at making the city more beautiful and the life better as well as promoting the transformation of government from the management function to service function. From the macroscopic angle, it's necessary for the project to build the municipal governance system, clearly define such system, carry out thematic research in such key fields as transportation, environment, medical treatment and health care for the elderly as well as urban emergency management on the basis of general studies based on major strategic needs of the state and provide high level consulting advice for governance system and governance capacity modernization construction of the national smart city.
The Academician Chen Xiaohong thanks the project team for valuable suggestions from academicians and experts on behalf of the project team, deeply agrees to the viewpoint that the project research shall be aimed at improving people's happiness, sense of gain and sense of security proposed by academicians and says the following research will involve further combing and focusing on the research content and the municipal governance system framework in China will be constructed from the macro perspective based on clearly defining the connotation of the municipal governance system; secondly, the key project will be conquered on the basis of extensive in-depth research and a valuable policy proposal will be formed as soon as possible to provide an important strategic reference for smart city governance system and capacity modernization in China.
