President Chen Xiaohong was Invited to the Symposium for Partial Colleges and Universities Presided over by Governor Xu Dazhe

On the afternoon of February 9, Xu Dazhe, deputy secretary of the Provincial Party Committee and provincial governor, held a symposium with the Provincial Education Department and the people in charge of partial colleges and universities in Hunan province. They focused on implementing innovation-led opening up and rising strategy, speeding up the construction of Hunan Province through developing science and education, carrying out the construction of "Tow First-rates", and promoting the integration of production, study and research. Vice Governors Xiang Lili, Xie Jianhui, Yang Guangrong, vice chairman of the provincial CPPCC, and director of Provincial Science and Technology Department Lai Mingyong attended the meeting. The director of Provincial Education Department Xiao Guoan introduced the development of higher education in our province and the initiative of "Two First-rates", and principal of our university Chen Xiaohong was invited to attend the forum and make a speech.
Governor Xu Dazhe Pointed out that, to build “a province with five strengths”, we must make full use of the foundational, precursory, and comprehensive impacts of education. We should fully recognize the importance of establishing a province with great science and education. Good environment should be created for the development of higher education, a strong guarantee should be provided in terms of policy and fund, and quality service should be offered to improve the environment for school development. Meanwhile, colleges and universities should play a greater role in promoting the innovative ability of the whole province. We should spare no efforts in nurturing science and technology leading talents, professional and technical personnel, highly skilled personnel and innovation teams with international influence. We should strengthen the scientific and technological innovation under the guidance of " Three Orientations of Education", aim at the core technology of human being, the key problem in transformation and upgrading, the urgent need in Hunan’s development, and strive to obtain a number of scientific research achievements with breakthrough.We must continue to improve the innovation platform, strengthen cooperation with industrial parks, enterprises, and scientific research institutions, vigorously break down the barriers of institutional mechanisms, and promote the closer integration of production, study and research, so as to accelerate the delivery of scientific research fruits from the laboratory to the market, and generate benefits.
During the discussion, president Chen Xiaohong briefed the University-running of HNUC, and put forward two major suggestions on the basis of practical problems facing the University’s development. Firstly, she hoped that the provincial government could comprehensively consider the new situation and requirements facing the province's economic and social development, comprehensively take into account the layout optimization and balanced development of our province’s education, support HNUC in changing its Chinese name into a university and report to the Ministry of Education for approval, and spare no efforts to promote the construction of Hunan’s first-class financial universities. Secondly, she proposed to further decentralize the autonomy of colleges and universities in school-running, promote the reform of "decentralization, combination of decentralization and control, and service optimization", strengthen the autonomy of colleges and universities in staff quota management, expand the university’s right to recruit and allocate personnel, apply special policies to special talents, delegate the right of assessing professor title, relax the restrictions on the payment to college and university personnel, and fully stimulate the vitality in running colleges and universities of our province.
Governor Xu Dazhe listened to the proposals of the participants and exchanged ideas with them affectionately, and responded to their important suggestions one by one. The relevant departments will carry out special study on some major issues, so as to push forward the higher education cause in our province.
