Xinhua News Agency, Beijing, News on August 8 After getting signature and approval from Prime Minister Li Keqiang, State Council printed and issued National Scientific and Technological Innovation Planning during "13th Five-year Plan" (hereinafter referred to as Planning) in recent days. According to the foregoing Planning, State Council puts forward guiding ideology, overall requirements, strategic tasks and reform measures about national scientific and technological innovation in recent five years.
As shown in the Planning, insisting on innovation is the first power for business development. It is necessary to consider the in-depth implementation of innovation-driven development strategy and supply-side structural reform supporting as the main line to comprehensively deepen reform of the scientific and technological system, vigorously promote the comprehensive innovation which is based on scientific and technological innovation, give full play to the leading-type development of first-mover advantages, as well as ensure that China will develop into an innovative country on schedule. We can lay a solid foundation for building the scientific-technological power in the world.
In the Planning, the blueprint of scientific and technological innovation development in recent five years is described. The State Council also determined the overall target about scientific and technological innovation during "13th Five-year Plan". The national scientific strength and innovative ability are significantly enhanced, in addition, the national comprehensive innovation ability ranks top 15 in the world and China develops into an innovative country; The innovation-driven development achievements are remarkable. Comparing with 2015, the scientific and technological progress contribution rate has enhanced from 55.3% to 60%, and the added values of knowledge-intensive service industry incrementally account for 20% in the gross domestic product from 15.6%; The scientific and technological innovation ability is significantly reinforced, such as, the patent application quantity which is submitted via the Patent Cooperation Treaty (PCT) is doubled than 2015, therefore, the R&D investment intensity reaches up to 2.5%.
State Council puts forward to build the national high-efficient and collaborated innovative system, which raises the general requirements in the following six aspects: cultivate the energetic innovative subject, systematically arrange high-level innovative base, create the high-end and leading innovative growth pole, build opening and collaborative innovative network, establish modern innovative governance structure, as well as construct the favorable innovative ecology. Research and draft up regulations for standardizing and managing government research institutions, private non-enterprise units engaging in scientific and technological innovation, etc., reasonably adjust and standardize the rights and obligation relations of various subjects in the scientific and technological innovation fields. Promote the legislation about science and technology sharing, research and draft up regulations about protection and sharing of scientific data, and strengthen the opening and sharing obligations of science and technology formed by financial assistance. Research and formulate laws and regulations which can standardize and manage scientific researches, and perfect the regulations for scientific communities, enterprises, social publics and the like engaging in the management of scientific and technological innovation. Strengthen the legislation for specific fields like biosafety, accelerate the formulation of Control Regulations for Human Genetic Resources, and modification of National Incentive Regulations for Science and Technology and Management Regulations for Experimental Animals, research and formulate laws and regulations related to the management of Angle Investment, improve and implement laws and regulations related to government supporting the development of middle and small-sized enterprises by procurement. Deeply promote the implementation of the Law of the People's Republic of China on Scientific and Technological Progress, Law of the People's Republic of China on Promoting the Transformation of Scientific and Technological Achievements, Law of the People's Republic of China on Promoting the Transformation of Scientific and Technological Achievements, etc., devote more efforts to the propaganda and population, and strengthen monitoring and evaluation for their implementation. Promote the market-oriented and scale-oriented application of new products and new technologies by implementing tax preferential, insurance, price subsidy and consumer subsidy, etc. Strengthen the research of policies related to emerging industries and new business patterns. Intensify training, implementation procedures and coverage of policy practically. Implement and introduce policies for digestive absorption of technologies and re-innovation. Timely summarize policies of regional innovation reform pilots, and devote more efforts to promotion and popularization. III. Deeply Implement the Intellectual Property Strategy
Accelerate the establishment of a powerful country with intellectual properties, and intensify creation, utilization, management, protection and service of intellectual properties. Perfect the technological standard system, arrange and promote the coordinated innovation of technology, standard and industry, and improve the standard mechanism for scientific and technological achievements transforming into technologies. Strengthen coordination between the reform of the scientific and technological system and the reform of economic system, reinforce the top-level design, strengthen the collaboration of science and technology policies with fiscal, financial, trading, investment, industrial, educational, intellectual property, social guarantee, social governance and other policies, form joint forces of policies with unified target and collaboration of departments, and improve the systematicness and practicality of policies. Intensify and ensure mutual supporting and coordination between central and local policies. II. Establish Diversified Science and Technology investment System
