Our School Convened Meeting for Personnel System Reform and Discipline Construction

On the morning of June 3rd, a meeting was convened on personnel system reform and discipline construction in the school’s lingnan multifunction hall. School leaders Tang Yayang, Xia Jichun, Peng Jinqing, Li Dingjun, Liu Guoquan, Yang Hong, Nie Guoqing attended the meeting. Persons in charge of secondary schools (departments), heads of each functional department, representative of young teachers, discipline leaders, professors, doctors, management department participated in the meeting presided  by the vice president of Peng Jinqing.

During the conference, vice president Peng Jinqing covers every aspect of personnel system reform including performance-based payment reform. To advance “Three Promotions” strategy, to promote the talent team construction, to widely arouse the enthusiasm of the staff, the school has staged a series of reform of the personnel policies and measures since the second half of last year in line with the general thought of expansion of the new and activation of the old and recently will continue to release policies and measures for performance-based payment reform.1.to intensify the efforts to introduce talents and adjust the direction and channels of talent introduction; 2. to improve the existing talent reward standard; 3.to strengthen teachers training; 4. to establish platforms and create development conditions for the existing personnel; 5. to make full use of  human resources of all aspects; 6. to strengthen the examination system.

Ouyang Zisheng, director of Research Administration Division, is entrusted by vice president Wang Minggao to summarize the evaluation of “12th Five-Year” school-level key disciplines and the arrangement of applying for “13th Five-Year” key disciplines. Professors Ren Shenggang and Zhou Yanju as representatives from Central South University, share their experiences of the scientific research.  Professor Liu Siwei, dean of School of Economy and Trade, Professor Huang Fuhua, dean of School of Business Administration, and Professor Yu Shaoqian, Party secretary of School of Computer Science and Information Technology deliver speeches respectively, which make objective analysis about the prominent problems existing in the development of their schools, make a specific plan for its future development, and put forward opinions and suggestions for the school. The representative of young teachers including Luo Changqing from School of Finance, Zhou Kaijun from School of Computer Science and Information Technology, Zhao Junchan from School of Mathematics and Statistics also make speeches respectively based on their own experience.

At the end of the meeting, Party Secretary Tang Yayang and President Chen Xiaohong deliver speeches about promoting the personnel and discipline construction and achieving its “Three Promotions” goal, which put forward arrangements and clear requirements.

It is pointed out that this meeting is an important meeting of arrangement, promotion, motivation and discussion when the country held conferences of talent cultivation and conferences of philosophy and social sciences and conferences of science and technology innovation,  introduced a series of important policies, and vigorously promoted innovation and entrepreneurship education and “dual firs-class” construction.

It is believed that a series of initiatives the school adopted in personnel reforms have achieved good results and  played a positive role in aspects including strengthening personnel introduction efforts, improving standards of personnel incentives, increasing teacher training, bettering the performance-based payment system reform, optimizing management of staff with no formal status in government-affiliated institutions, and positively conducting pressure, etc. Discipline construction of the 12th Five-year Plan in our school has been carried out solidly and has achieved good results. Discipline platforms are consolidated in a deeper way; discipline strength gets improved gradually and discipline characteristics become more and more obvious.

 The meeting stressed that in the period of the school’s 13th Five-year Plan and at the key stage to comprehensively achieve the target of “Three Promotions” when the situation is urgent and time waits for no man, the school must unify in their thinking to raise awareness, act positively and firmly grasp the discipline construction as the leading principle in striving to build “peak and plateau” disciplines. In addition, the school must firmly rely on its workers and their enthusiasm, continue to tap the potential of teachers and to stimulate the spirit of climbing. The school must be closely linked to the age and the requirements of social development, hold a higher vision, carry out a good planning for development and make practical progress to promote better and faster development in every aspect.  

The meeting required the secondary departments to take the reform of the personnel system as the starting point, place the promotion of the discipline construction in an important position, continue to consolidate the foundation of discipline, and enhance the overall strength of the discipline. In addition, they should build platforms through projects, cohere teams by platforms, make big contributions and influential achievements through big platforms and powerful teams, attach great importance to talent introduction and cultivation, recruit talents through various channels, provide good environment to their development.

They should act positively within the school-department co- management system, make greater contributions for the collection of resources by actively carrying out cooperation and training. The teachers should establish a correct concept of scientific research, form the habit of being excellent and hardworking, cultivate a sense of urgency and mission to do high-quality researches diligently, and make contributions to the discipline construction and the development of the school through top-level research projects. All departments and facilities should provide management and services more efficiently and more carefully, know the bottom lines, and improve services for students to get cultivated morally and culturally, to enhance the sense of social responsibility and humane concerns, to jointly safeguard the good image of the school and promote the school to a higher stage.
