Clean Government Think Tank Summit Forum Was Held Ceremoniously in Our School

On the morning of April 21, the Clean Government Think Tank Summit Forum co-sponsored by the Hunan Clean Government Construction Collaborative Innovation Center, and Chinese Clean and Honest Culture Research Institute was held in our school. Experts and scholars from Research Center for Social Law of Oxford University, Wolfson College of Oxford University, Chinese Clean and Honest Culture Research Institute and Hunan University attended the forum to discuss the clean government think tank construction and its development plans. Professor Yang Hong as our school leader presided over the opening ceremony.

Professor Wang Minggao, a chief expert of Provincial Clean Government Construction Collaborative Innovation Center made a speech, in which he recalled the course of organizing the research team to promote clean government and anti-corruption in the past sixteen years, expressed a warm welcome to the guests and good wishes, hoping that ladies and gentlemen present could share opinions and suggestions for think tank construction and development. Professor Wang Minggao issued letters of appointment as specially-invited counselors to Professor Denis Galligan from Oxford University and Fu Xuejian, honorary president of Chinese Clean and Honest Culture Research Institute and issued letters of appointment as specially-invited researchers to researcher Yu Ying from Wolfson College of Oxford University, professor Yuan Zhun, vice president of CPC Hunan Provincial Committee Party School, professor Peng Jiangang from Hunan University Liu Zhengyong, editor in chief of  Law and Legislation Weekly. In the discussion section, professor Denis Galligan shared experiences of Britain and European Union in anti-corruption and provided insightful views of how to carry out international legal cooperation in anticorruption within the strategy of “The Belt and Road Initiative”. Experts had in-depth discussions concerning the basic cause and punishment system of corruption, construction of legal system to combat with corruption, the key role played by clean government construction in sustainable development of the economy and society, supervision and education of British government civil servants, the relation between civil servants and the government, cut of channels to adopt power, the combination of ordinary people, experts and officials in anti-corruption.

After that professor Denis Galligan gave a lecture entitled “Anti-corruption and Due Process: A Potential Partner”, pointing out that since public power is authorized by legal system, it should also be conducted legally; to protect public interests in special circumstances or to have a correct judgement within legal restrictions, processes should be set to dispel the intention to take advantage of public power for personal interests. He summarized that though there are various ways to deal with different corruptions, effective measures could be adopted to combat with corruption as long as due processes are set effectively. In the question-answer section, Professor Denis Galligan provided incisive answers to whether the due processes would require more costs, and the construction of legal system to protect ordinary people who participate in anti-corruption.

In the lecture entitled “International Development on Consumer Protection Law and Regulation”, researcher Yu Ying started from the present situation of Chinese consumer protection and her personal experiences, and explored into the deep cause of why consumer protection lags behind in our country. With problems in two hot fields of e-commerce and finance as case study, she exposed the main conflictions and insufficiencies in present consumer protection, analyzed the development of legal protection and supervision for consumers and looked into the special case of “returning goods within a week on no condition” in on-line shopping. She argued that the regulatory power of the country is the only and final guarantee for credit of credit institutions, and therefore related legislation and government supervision should be adopted to avoid credit crisis, and then to protect the consumers and maintain the stability of social orders.

Professor Denis Galligan is the initiator of the discipline of Social Law in Oxford University, a chair professor of Law School of Oxford University, a scholar of Wolfson College of Oxford University, as well as a specially-invited advisor of Hunan Clean Government Construction Collaborative Innovation Center. Now he is the dean of  “The Belt and Road Initiative Law Project” in Oxford University, chairman of Oxford Law, Justice and Social Fund Association with research areas covering constitution and law systems, laws and society, laws and supervision, anti-corruption and prevention, due process and legislative transformation. He has for many times been superior counselor for international organizations like World Bank, OECD, European Union and governments of many countries.

Researcher Yu Ying, a researcher in Society and Law Research Center of Oxford University, a scholar of Wolfson College of Oxford University, the person in charge of  the project “Best Consumer Relief Practice and Research” of the United Nations,  a main person in charge of   “The Belt and Road Initiative Law Project” in Oxford University, director of the project “Chinese Consumer Protection”, a specially-invited advisor of  Hunan Clean Government Construction Collaborative Innovation Center,  mainly engages in the research of cross-border transaction, e-commerce, financial services, international comparison of consumer protection policies and laws.
