Mr. Tang Yayang Appointed as the School’s Party Secretary

On the afternoon of April 5th, the officer appointment meeting was convened in the Multifunctional Reporting Hall in the school library. Entrusted by Mr. GuoKailang, the standing member of Hunan Party Committee and minister of Organization Department of Hunan Party Committee, and by Department Affairs Assembly, deputy inspector Mr. Zhang Hongyi from Organization Department of Hunan Party Committee addressed and announced decisions made by Hunan Party Committee on position transfer of our school’s Party Secretary on the meeting. According to this announcement, Mr. Tang Yayang is appointed as the school’s Party Secretary, and Mr. Wang Hanqing, the former school Party Secretary, is designated as NanhuaUniverity’s Party Secretary with his former position in Hunan University of Commerce being removed.Mr. Liu Liguang, leader from Organization Department of Hunan Party Committee, as well as all school leaders attended the meeting. School leaders above vice-section-chief level, and representatives of Provincial Party Congress and Provincial and Municipal People’s Congress, members from Provincial and Municipal CPPCC and head of the Democratic Party presented this meeting. This meeting was presided over by Mr. Jiangming, the director of Organization Department ofProvincial Education Committee.
In his speech, Mr. Zhang Hongyi greatly appreciated the achievements the school had gained, and spoke highly of the contribution Mr. Wang Hanqing had made during his term in the school. He pointed out that the decision made by school leaders proceeded from reality the leader team building on the basis of school work and suggestions of Provincial Party Committee, and it was a prudent decision that has been made through a preliminary deliberation, overall planning and repeated comparison. According to Provincial Party Committee, it is an appropriate decision to appoint Mr. Tang Yayang the Party Secretary of Hunan University of Commerce. It is hoped that Tang Yayang can apply his quotable experience and working styles from his past work in Hunan University on works in Hunan University of Commerce, closely unite the whole school leader team and bring school’s all undertakings to a higher level by relying on school’s faculty and students. The faculty and students are hoped to accept the decision whole-heartedly, so as to make a greater contribution to the school’s reform and development enthusiastically.
Mr. Zhang Hongyi proposed four requirements in enhancing school leader team building. The first requirement is to do a good job in “Two learning and one being” (learning Party constitution and series speeches, being an eligible Party member), and that school leaders should take the lead in learning Party constitution andPresident Xi’s series speeches, emphasizing problem-solving orientation, correcting ways of thinking, work style and life style, and strengthening leaders’ political ideology, overall situation consciousness, core-oriented consciousness and the consciousness of keeping up with CPC. The second requirement is to strive to gain achievements and press ahead with school development, and that school leaders should bear sense of crisis and plan the overall situation from reality, use reform to improve disciplinary building and talent quality as well as reinforce school’s scientific research and social service capacity on the basis of school’s past experience, discipline characteristics and resource conditions, and strengthen the idea of people first, striving to foster talented people with social responsibility, creativity and practicality. The third requirement is to closely unite the leader team by business cohesion, institutional guarantee and communication and understanding. The fourth requirement is to be industrious and honest in work, to build good image by conduct in-depth education on the Party discipline and on the precaution for the risk of corruption, to perfect the inner management mechanism by publicizing school affairs and doing management democratically, and to perform the duty of “one position, two duties”to promote school ethos and academic atmosphere with good Party working style.
The newly appointed Party Secretary Tang Yayang made his inauguration speech and Mr. Wang Hanqing made his departure speech. Mr. Wang Hanqing expressed that he is full support for this decision, and extended his warm welcome and sincere wish to Mr. Tang Yayang. Mr. Wang retrospected the work he had done, the relationship and experience with colleagues in the school during his term last year. During his during, the school Party Secretary put forward the development objective “Three Upgradings” and the prospect “Three Prosperities”, deepened reform and accelerated school’s development by reinforcing school ability and improving school image to the outside society. In this way, the faculty and students have been inspirited and strived to be a financial and economic university of higher standard. Wang also expressed his affections towards the school’s faculty and students and extended his wish to the school a better future.
In his speech, Mr. Tang Yayang extended his gratitude to Provincial Party Committee for their trust and kindness and to school leaders, faculty and students and all the people who have made memorable contribution to school development. Tang earnestly wore the school badge, symbolizing the commencement of his career in Hunan University of Commerce. He said, wearing the school badge was something more than a ritual, a symbol of individual identity; it was an unconscious recognition of the school’s history, culture, spirit and value, a sincere expectation for the bright prospect of school and the better future of teachers and students, a sense of pride and confident for school’s past, present and future, and a historical responsibility for talent cultivation, scientific research, social service and cultural inheritance and innovation as well as other causes. Mr. Tang stressed that it is a must to consolidate the political ideology, overall situation consciousness, core-oriented consciousness and the consciousness of keeping up with CPC according to all requirements proposed by the Provincial Party Committee, to stand on solid ground to do school work with morality as the fundament, “Three Stricts and Three Steadinesses” as the basic requirements, reform and innovation as the motive power and the school motto and spirit as tradition, to rely on the faculty and students and provide convenient services to them in their works so as to make new contributions for all school undertakings on the basis of existing achievements.
President Mrs. Chen Xiaogong, on behalf of all school faculty and students, fully support this decision and expressed her sincere congratulations to Mr. Wang Hanqing and Mr. Tang Yayang. President Chen looked back on the achievements Mr. Wang and she had made during Wang’s term in the school, and she had also set a high value on and expressed hearted thanks to Mr. Wang for his doings in the school. President Chen said, the school needs to speech up its development to be a high-level financial and economic university during the 13th five-year period and endeavors to realize the strategic objective of “Three Upgreadings”. In the future work, the “President-in-charge” system will be strictly implemented, and she will strive with other school leaders for a new chapter of the school.
Personal Profile of Party Secretary Tang Yayang
Tang Yayang, male, was born in June 1964, in Wang Gang, Hunan Province. He is a Party member, the state council expert for special allowance, a professor with doctoral degree and supervisor of doctor candidates.
Graduated in June 1986, Tang majored in internal combustion engine of mechanical engineering department and got his first bachelor’s degree in Hunan University. In June 1990, Tang got his second bachelor’s degree in ideological and political education major in Central China Normal University. In June 2000, Tang obtained his history master’s degree in Hunan University majoring in history of Chinese thought. In June 2006, Tang graduated from Hunan Normal University and acquired the doctoral degree in ethics major.
In July 1986, Tang was appointed as the student branch Party Secretary of mechanical engineering department of Hunan University. In May 1992, Tang became the vice Secretary of Partygeneral branch in the department. In March 1997, Tang was promoted to be the Secretary of Partygeneral branch in Postgraduate School of Hunan University. In March 2000, Tang was appointed as the deputy director of Personnel Division and director of Talent Program Office in Hunan University. Over one year1 later, in April 2001, Tang got his advancement to be the director of Personnel Division and sustained his position Talent Program Office in Hunan University. In July 2005, Tang became the Secretary of the second Partygeneral branch and remained to be the director of Personnel Division in Hunan University. Since March 2006, Tang was appointed as the President assistant in Hunan University for four months, and then became the standing member and vice Secretary of the school’s Party Committee. In March 2016, Tang started to be Secretary of Party Committee of Hunan University of Commerce.
Devoting himself to the management of higher institutions, education on cyber ideological and political, cyber public opinion, non-profit entrepreneurship and career development, Tang has been striving for innovation in work. He emphasizes on the combination between theory and practice, and has been doing scientific researches on the basis of universities’ reality.
He has been the principal investigator for over 10 projects, ranging from the key project Research on President Xi’s Thoughts in Governing the Country and Government and on Party’s Ideological and Political Education Developmentof National Science Social Fund, the general project Education on Chinese Academy’s Tradition of Morality Fostering and on Honor and Disgrace of Contemporary College Studentsof National Science Social Fund, the thematic project of National Publication Fund and of Ministry of Education The Twenty-Year(1994-2014) Development of Chinese Cyber Culture, project Report on the Development of Chinese Education on Cyber Public Opinion of Ministry of Education to the major research project Research on Strengthening and Improving Cyber Content Building.
He is the author and editor of more than ten books, of which Research on Moral Education of Chinese Academy was listed in Ministry of Education’s first group of book issues of ideological and political education, and Research on Cyber Culture in Higher Institutions won the outstanding award from Ministry of Education. He also is the first writer of over 30 academic papers, which have been published in journals and newspapers, such as “Journal of Higher Education”, “Journal of Education”, “People’s Daily” and “Guangming Daily”.
The Development Team and courses for College Students’Career led by Tang was elected as the Provincial-level teaching team and quality courses; he took the lead in the article New Mode for College Students’ Ideological and Political Education with Career Development Education as Its Mainline, which won the first prize of in provincial teaching achievement election; and Taking New Ground of Social Network with School Counselors’ Blog as the Main Platform won the special award set by Ministry of Education in “2012 Outstanding Achievement in University Culture Building”. In the 2010 global forum for innovation-driven economy, Tang was elected as the “Supervisor for China’s Social Welfare Entrepreneurship”.
