On the afternoon of March 22, Chen Xiaohong, member of the National Committee of CPPCC, CAE Academician, Secretary of CPC HUTB Committee and Director of Xiangjiang Laboratory, preached the spirit of NPC and CPPCC in 2023.

The report was listened by more than 1,500 persons, including all chief leaders, members of the CPC Committee, representatives of retired veteran comrades, provincial and municipal CPC representatives, deputies to NPC and members of CPPCC, all trainees from 141st class of division-level cadres, all cadres at or above the deputy department level, new teachers in recent five years, all instructors, and representatives of student CPC members in secondary schools.

Chen Xiaohong made a report with the theme of "Learning and Conveying the Spirit of NPC and CPPCC in 2023", focusing on five parts such as participation of General Secretary Xi Jinping in delegation discussion and important speech, interpretation of Government Work Report, important highlights of NPC and CPPCC, personal performance of duties, and continuous struggle to write a new chapter on high-quality development. She first described that General Secretary Xi Jinping came to the Jiangsu delegation to attend the deliberation, visited the members of the Democratic National Construction Association and the Federation of Industry and Commerce who attended the first session of the 14th National Committee of CPPCC, attended the joint meeting, participated in the plenary meeting of the delegations from PLA and Armed Police Force, delivered an important speech at the closing of the first session of the 14th NPC, and made a series of important expositions on major issues concerning the development of CPC and country, reappearing the grand occasion of CPC and state leaders discussing affairs of state together with deputies to NPC and members of CPPCC, and representatives and members actively making suggestions and participating in administration.

Subsequently, Chen Xiaohong made an in-depth interpretation of Government Work Report in 2023, and combed the general situation of the report, the major achievements made in 2022, the major achievements made in the past five years, the review of government work in the past five years, the main expected development goals in 2023, and some key tasks in 2023. She shared the guiding spirit of Premier Li Qiang when he visited the members of the economic circles attending the First Session of the 14th National Committee of CPPCC and participated in the discussion, as well as the contents of Premier Li Qiang's answers to reporters' questions on ten fields such as the government's policy objectives, talking about China's economy, the development of Hong Kong and Macao, supporting the development of private enterprises and people's livelihood issues. She also introduced the important points of NPC and CPPCC such as the re-establishment of the Ministry of Science and Technology, the establishment of the National Data Bureau, the debut of the environmental resources sector at the National Committee of CPPCC, the revision of the Legislation Law of the People's Republic of China, etc.

Chen Xiaohong shared her performance of duties. In NPC and CPPCC this year, she submitted seven proposals on hot issues in the fields of high-energy innovation platform, computing power service, AI big model, smart society governance, industrial chain and supply chain guarantee, and scientific research financial mechanism. Among them, she took the lead in submitting a joint proposal Supporting Hunan to Create a National Laboratory and submitted personal proposals Supporting Changsha to Create a Comprehensive National Science and Technology Innovation Center, Strengthening the Building of Diversified Computing Power Services and Stimulating the Development Momentum of Digital Economy, Accelerating the Credible Development of Generative AI Big Model in WEB 3.0 Era, Vigorously Promoting the Wisdom Construction and Governance of China's Urban and Rural Society, Strengthening the Construction of National Industrial Chain and Supply Chain Map and Deepening the Reform of the Allocation and Use Mechanism of Financial Science and Technology Funds. These proposals have aroused widespread concern and heated discussion from all sectors of society. These proposals and policy suggestions have been reported by more than 30 mainstream media in depth and reprinted by more than 100 media, such as People's Daily, Guang Ming Daily, Study Times, People.cn, Chinanews.com, Xuexi.cn, CPPCC.cn, CNBN, Chinese Science Daily, Science and Technology Daily, Economic Daily, China Economic Weekly, China Economic Times, Ta Kung Pao (Hong Kong), Hunan Daily, Hunan Satellite TV, etc.

Chen Xiaohong also introduced her achievements in participating in administration and making suggestions. When she was a member of the 13th National Committee of CPPCC, the policy proposal Establishing the National Data Resources Bureau to Promote the Construction of the National Data Factor Market as a Whole submitted in 2021 and the proposal Strengthening the Supervision of Cross-border Data Flow in China submitted in 2022 were adopted by the relevant departments of the central government, which helped the State Council formally establish the National Data Bureau in the institutional reform in 2023. When attending the group discussion at the First Session of the 14th National Committee of CPPCC, Chen Xiaohong made suggestions around the hot issues of concern, and put forward the idea of "increasing investment in education and science & technology, especially in the central and western regions", which was highly valued by the Ministry of Finance. The Ministry of Finance specially sent a thank-you letter to Chen Xiaohong and gave detailed responses to relevant issues.

Chen Xiaohong's vivid interpretation of the spirit of NPC and CPPCC in 2023 and her forward-looking planning of the key works of the university in 2023 have further deepened everyone's accurate grasp and profound understanding of the spirit of NPC, boosted morale, raised spirit, broadened horizons and defined direction.
