HUTB Holds the Second Meeting of First Congress of Faculty and Labour Union Members

On the afternoon of March 28, HUTB held the second meeting of first congress of faculty and labour union members in Chufeng Lecture Hall of the Economic Management Complex. The meeting was attended by Chen Xiaohong, Secretary of CPC HUTB Committee, Director of Xiangjiang Laboratory and CAE Academician, Wang Minggao, Director of HUTB Academic Committee, Xiao Xiaoqin, Deputy Secretary of CPC HUTB Committee, and other chief leaders, members of the CPC Committee and senior professors. Official representatives, invited representatives and non-voting representatives of Congress of Faculty and Congress of Labour Union participated in the meeting. The meeting was presided over by Deputy Secretary Xiao Xiaoqin.
Before the meeting, the preparatory meeting of the second meeting of first congress of faculty and labour union members was held. Xiao Xiaoqin, Deputy Secretary of CPC HUTB Committee, made the Report on Preparation of Meeting. After the vote by a show of hands by all official representatives, the agenda, the list of presidium and the voting method were unanimously adopted.
Subsequently, the formal meeting of the congress opened in the solemn national anthem.
Liu Guoquan, Vice President, delivered a work report on behalf of the university with the theme of Increasing Initiative, Seeking Transformation, Strengthening Connotation, Promoting Progress, Facilitating High-quality Development and Realizing Historic Leap. The report makes a comprehensive review of the university's work in 2022: first, improve the political position and continue to hold the rudder of the direction; second, focus on key areas and write a new chapter in connotative high-quality development; third, consolidate service guarantee and continuously improve the sense of happiness of teachers and students; fourth, strengthen the CPC building, and unite the strong joint efforts of entrepreneurs. In 2023, the university will mainly focus on 10 aspects: 1. thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of 20th CPC National Congress; 2. fully promote the upgrading of university-running level; 3. further promote the reform and innovation; 4. insist on strengthening the university with talents and continuously strengthen team building; 5. steadily improve the quality of education and teaching; 6. improve the level of scientific research and the ability to serve economic and social development; 7. continuously improve the grade of campus construction; 8. continuously strengthen the CPC leadership over university work; 9. promote the construction of a safe campus; 10. protect the people's livelihood.
Yang Liangqi, Vice President, made a revised explanation of Regulation on Administration of Medical Mutual Funds for Faculty. Financial Work Report, Report on Handling Proposals Proposed by Congress of Faculty, Labour Union Work Report and Labour Union Funds Review Report are submitted to formal representatives for deliberation in the form of written reports.
The congress has reviewed the University Work Report, Financial Work Report, Revision Explanation of Regulation on Administration of Medical Mutual Funds for Faculty, Report on Handling Proposals Proposed by Congress of Faculty, Labour Union Work Report and Labour Union Funds Review Report, and passed the list of chief scrutineers and scrutineers. All official representatives voted and passed the Resolution on University Work Report (Draft), Resolution on Financial Work Report (Draft), Resolution of Regulation on Administration of Medical Mutual Funds for Faculty (Revised) and Resolution on Labour Union Work Report and Labour Union Funds Review Report (Draft).
Chen Xiaohong, Secretary of CPC HUTB Committee, Director of Xiangjiang Laboratory and CAE Academician, delivered a speech entitled "Strive to Write a New Chapter of Chinese-style Modernization of HUTB”. She pointed out that the Congress of Faculty and Congress of Labour Union are the basic form of managing the university by law and the basic guarantee for managing the university democratically, and the basic requirement for promoting the modernization of university governance system and capacity. She hoped that Labour union organizations at all levels in university would insist on putting politics first, always be caring people for employees, and continuously strengthen their own capacity building.
Secretary Chen Xiaohong said that the 20th CPC National Congress proposed to comprehensively promote the great rejuvenation of the Chinese nation with Chinese-style modernization which is closely linked with the struggle of each of us. We should consciously integrate into it, continue to exert light and heat, and push all university undertakings to a higher level. She put forward three requirements for implementing the spirit of this congress of faculty and further grasping the key works this year: first, enhance the power of high-quality CPC building to lead high-quality development. Strengthen to be armed with theory and enhance ideological strength; strengthen team building and enhance execution; strengthen the benefit for the people and improve service; strengthen safety and stability and enhance security. Second, enhance the ability to cultivate innovative and outstanding talents in the new era. Follow the way of cultivating talents, give full play to the talents of university, cultivate talents well, let university continuously emerge and deliver a large number of innovative outstanding talents, and make new contributions to building China into a powerful country in science and technology. Third, enhance the strength of continuous struggle to achieve a new historical leap. Boost confidence and firmly win the tough battle and go ahead; aim at the center of gravity and promote the historic leap ahead; improve the style of work and ensure high-quality development.
Secretary Chen Xiaohong pointed out that the General Office of the CPC Central Committee has issued the Work Plan for Promoting Investigation and Research in the Whole CPC, and the university will also come up with a plan. We must conscientiously implement it. In the investigation and research, we should have the feelings of benefiting one party in our hearts, the mission of promoting development on our shoulders, the idea of conducting investigations in our minds, scientific and efficient methods in our hands, the power to stride forward on our legs, fresh and fragrant soil on our feet, a heartfelt voice in our ears, and words of seeking truth from facts in our mouths. Put in time and energy in practical work to better solve problems and promote work.
Secretary Chen Xiaohong emphasized that the new journey is an expedition full of glory and dreams. Facing another key node in the development of the university, let's reorganize our luggage, unify our thinking as one, and go all out, bringing together the majestic power of doing business with one heart and working together to promote development, forming a spirit of one heart, fighting together and winning. With strict work style and first-class performance, we strive to promote the high-quality development of the university, achieve a new leap in history, and strive to write a new chapter of Chinese-style modernization of HUTB.
