Mao Weiming, Deputy Secretary of CPC Hunan Provincial Committee and Governor, Visits HUTB to Conduct Research on Xiangjiang Laboratory

On the morning of April 12, Mao Weiming, Deputy Secretary of CPC Hunan Provincial Committee and Governor, visited the university to conduct research on the progress of the construction of the Xiangjiang Laboratory. Governor Mao Weiming emphasized the need to thoroughly implement General Secretary Xi Jinping's important expositions on scientific and technological innovation, as well as the important speeches, instructions, and guidance on Hunan's work. He called for accelerating the development of strategic scientific and technological capabilities with Hunan's characteristics, in order to empower and support high-quality development in Hunan.

Governor Mao Weiming was accompanied by the following officials during the research visit: Zhang Yingchun, a member of the Standing Committee of the CPC Hunan Provincial Committee and Vice Governor; Chen Fei, Deputy Director of the Standing Committee of the Hunan Provincial People's Congress; Qu Hai, Secretary-General of the People’s Government of Hunan Province; Ye Renxiong, Deputy Secretary-General of the People’s Government of Hunan Province and Director of the Office; Zheng Jianxin, Mayor of Changsha City; Huang Donghong, Director of the Development and Reform Commission of Hunan Province; Li Zhijian, Director of the Department of Science and Technology of Hunan Province; Lei Shaoye, Director of the Industry and Information Technology Department of Hunan Province; Liu Wenjie, Director of the Hunan Provincial Department of Finance; Tan Yong, Secretary of the Party Working Committee of Xiangjiang New Area (Changsha National High-Tech Industrial Development Zone) and Secretary of CPC Yue Lu District Committee; and He Zhaohui, Director of the Management Committee of Xiangjiang New Area (Changsha National High-Tech Industrial Development Zone) and Chief of Yue Lu District. During the visit, Chen Xiaohong, CAE Academician, Director of the Xiangjiang Laboratory, and Secretary of the CPC HUTB Committee, provided an overview of the construction progress of the Xiangjiang Laboratory. Huang Xin, Deputy Secretary of CPC HUTB Committee and President of HUTB, as well as Wang Minggao, Liu Guoquan, and Yi Mianyang, Deputy Directors of the Xiangjiang Laboratory, were also present during the introduction.

During the research visit, Governor Mao Weiming first listened to the introduction of the construction progress of the Xiangjiang Laboratory. Academician Chen Xiaohong provided an introduction from ten aspects, including an overview of the Xiangjiang Laboratory, collaborative ecosystem, progress in scientific and technological innovation work, representative scientific and technological achievements, formulation of a three-year development plan, key tasks for 2023, key scientific and technological innovation work, physical infrastructure planning, land construction planning, and funding construction planning. She emphasized the comprehensive implementation of the "Three Highlands, Four New Missions" strategic positioning and mission, benchmarking national laboratories, serving the development of key industries in Hunan Province, tackling strategic, forward-looking, fundamental scientific issues, and key core technologies in advanced computing and artificial intelligence. The goal is to strive to build a national strategic scientific and technological force.

During the on-site visit, Governor Mao Weiming conducted a detailed investigation of various laboratories within the Xiangjiang Laboratory, including intelligent manufacturing, environmental monitoring and big data analysis, artificial intelligence, smart cities, metaverse and smart retail, smart energy resources and environment, and computing chips and advanced computing. He inquired extensively about the team building, scientific and technological innovation, and application of achievements in the Xiangjiang Laboratory. Governor Mao highly affirmed the progress made in the construction of the Xiangjiang Laboratory.

Governor Mao Weiming provided guiding suggestions for the construction of Xiangjiang Laboratory during the research visit. In the field of digital twinning and digital simulation technology, it is necessary to actively promote the development of technology towards informatization, high-endization, and greenization. In the field of intelligent manufacturing, efforts should be made to balance research and development with application, aiming for upward advancement and downward extension, and achieve innovative breakthroughs in the implementation of results. In the area of smart urban transportation, advanced approaches and methods should be used to promote the significant enhancement of smart transportation technology and achieve breakthroughs at a higher level. It is important to vigorously strengthen the construction of industrial internet, promote the digital transformation of enterprises, and provide strong support for the high-quality development of the manufacturing industry.

Governor Mao Weiming emphasized the need to accurately grasp the new situation and changes facing scientific and technological innovation. He urged that the construction of the Xiangjiang Laboratory should be viewed and planned within the context of the global trend of technological transformation, the national pursuit of high-level self-reliance and self-improvement in science and technology, the regional scientific and technological competition, and the overall background of high-quality development in the province. He emphasized the urgency and sense of responsibility, calling for the high-level construction of the Xiangjiang Laboratory without delay. It is important to align with the goals of national laboratory construction, combining national needs with the capabilities of Hunan. This involves strengthening the integration of cross-disciplinary and cross-sector resources, promoting collaborative innovation, and actively seizing technological advantages, standards, and scale. Efforts should be made to determine Hunan's positioning within the national scientific and technological landscape and contribute to the development of Hunan in the field of science and technology.
